The Economist has an very good summary of one element of health care reform - the effort to reward quality in health care over quantity.

Of course, the article also points out the problems inherent in any government effort to initiate the right kind of change in an industry:  A good idea enters the highly politicized regulatory and rule-writing process and comes out not looking like the original idea.
