Philip K. Howard suggest four changes, including simplification.  He notes that the Constitution is only sixteen pages long and has worked quite well.

We have too many laws.  Every citizen, every day is now in danger of breaking one of the millions of laws (and commands) governing our society.  I believe we have changed our thinking related to laws from the why? standard to the why not? standard.

Rather than asking why we need a law we now ask why not have a law.
