Speaker Boehner's comments
For the electronic filing cabinet, Speaker Boehner said:
This is a time of great challenge with unemployment, rising health care costs, high spending and large debts.
We can't kick the can down the road.
The American people humbled this institution in the last election.
The people want honest, accountable and responsive representation.
A new rules package will be considered to end some Congressional rituals such as believing bigger bills are better, moving legislation through Congress quickly and stifling amendments and debate.
The new rules package will allow at least three days to read a bill; create smaller more focused committees, emphasizing oversight; make it easier to cut spending; and start by cutting the congressional budget.
The new House will welcome the battle of ideas.
The majority is expected to listen while standing firm on constitutional principles.
The new House will restore and respect the time-honored right of the minority to honest debate.
The new House will have more openness and will encourage "robust debate in an open process".
The minority will have the opportunity to make their case without disruption.
The goal is to rebuild the people's trust in the institution.
