The new police chief for Newark is the result of teamwork.  As the Bain administration winds down, it was important to have input from the Diebold administration before a new police chief was appointed.  And that was precisely what happened. 
My understanding is that the Diebold administration was given an interview opportunity with the new police chief, Steven Sarver, before a final decision was made.
That is how the process should have played out and it is a demonstration of solid teamwork.  Newark will be better for it.
