I believe that there is probably a metric or ratio that can be applied to the concentration of cash advance stores, tattoo/piercing parlors and skillz shops in a community.  It may be a chicken-or-the-egg equation, but show me a community or neighborhood with an increasing concentration of these establishments and I'll show you a location on the decline.

So it is good news that we may be able to pull the plug on these electronic "skill" shops by yanking their machines.  They have lived in a legal loophole and are fraught with opportunities for abuse and fraud because of their electronic makeup.
